Early life. Subdeacon of the Holy Roman Church before 1137. Rector of Benevento in May 1137.

Participated in the papal election of 1144, in which Pope Lucius II was elected. Participated in the papal election of 1145, in which Pope Eugenius III was elected. Legate in Germany, where he met Frederick, duke of Swabia, who would soon become the new Emperor Friedrich I Barbarossa; the cardinal was present at the imperial election. Opted for the order of cardinal priests and the title of S. Cecilia, March 2, 1151. As cardinal priest of S. Cecilia, subscribed papal bulls issued between March 31, 1151 and June 16, 1153; July 23, 1153 and October 19, 1154; December 19, 1154 and March 14, 1159. He was elected by a minority of cardinals, eight, linked to the imperial interests of Friedrich I Barbarossa and was the first of four antipopes established by the emperor against the legitimate pope. Took the name Victor IV (2). Consecrated bishop on October 4, 1159, at the imperial abbey of Farfa, by Cardinal Imar, O.S.B.Cluny, bishop of Frascati. The pope and the antipope excommunicated each other. Antipope Victor IV was never widely recognized in Europe. He enjoyed support only in Germany and in northern Italy because of the power of the emperor in those areas. He never reconciled with the legitimate pope in spite of the efforts of a Catholic priest who visited him at his death bed.

Death. April 20, 1164, Lucca, while traveling with Rainald of Dassel, imperial chancellor to Italy and archbishop of Cologne. Buried in the monastery of S. Ponziano, outside of Lucca (3). When Pope Alexander III learned of the death of the antipope, he wept, and rebuked his cardinals when they manifested unseemly exultation. Pope Gregory VIII, when visiting Lucca in December 1187, ordered that the tomb of the antipope be opened and his remains thrown out of the church.

(1) During the conclave, a large majority of the cardinals elected Cardinal Rolando Bandinelli as pope (Alexander III). Eight cardinals, with the support of the imperial ambassadors in Rome, did not recognize the election of Cardinal Bandinelli and maintained that they had elected Cardinal Ottavio de Monticello (Victor IV). When that happened, a Roman mob supporting Cardinal Ottavio broke into the patriarchal Vatican basilica. Cardinals Ottavio and Rolando fought over the papal mantle. Apparently, the latter was able to put the mantle on and the people proclaimed him pope. Cardinal Rolando had to escape but he was soon consecrated bishop and crowned as pope.
(2) According to Annuario Pontificio per l'anno 2008 (Città del Vaticano, Libreria Editrice Vaticana), 2008), p. 15*, he should have been the V because there was another antipope by the name of Victor IV, who had been elected in 1138. The same source indicates that the first antipope submitted himself to Pope Innocent II after only two months, thus he was not taken into account by the second Victor IV.
(3) This is according to Cardella, Memorie storiche de' cardinali della Santa Romana Chiesa, I, pt. 2, 24. Del Re, "Vittore IV (V)." Mondo vaticano. Passato e presente, p. 1093, says that he was buried in the cathedral of Lucca.
