At 1 p.m. today, the Director of the Press Office, had a briefing on the 37th reunion of the Cardinal Counselors with the Holy Father.
The Council has met for three days: Monday 10, Tuesday 11 and Wednesday 12, December 2018. Present were Cardinals Óscar Rodríguez Maradiaga, S.D.B.; Reinhard Marx; Seán Patrick O’Malley, O.F.M. Cap.; Giuseppe Bertello; and Oswald Gracias. Cardinal Secretary of State Pietro Parolin was not present because he was representing the Holy See at the Intergovernmental Conference for the formal adoption on the part of the member States of the Organization of the United Nations of the Global Compact for migration, that has taken place in Marrakech (Morocco) from December 10 to 11, 2018, The Holy Father, as customary, has participated in the works, although he has been absent this morning for the General Audience. Following the request expressed by the Cardinals, at the end of the 26th reunion of the Council of Cardinals (September 10-12, 2018), regarding a reflection on the work, structure and composition of the Council itself, also taking into account the advanced age of some members, the Holy Father, wrote Cardinals George Pell; Francisco Javier Errázuriz Ossa, of the Institute of the Fathers of Schönstatt; and Laurent Monsengwo Pasinya, thanking them for the work they have done in these five years. Given the phase of the Council's work, the appointment of new members at the moment is not foreseen. The work sessions took place from 9 a.m. to 12:30 p.m. and from 4:30 p.m. to 7 p.m. The Cardinal Counselors have addressed various topics, among them the containment of the costs of the Holy See; the meeting with the Presidents of the Episcopal Conferences of the Catholic Church on the theme of "protection of minors", which will take place in the Vatican from February 21 to 24, 2019; and the Apostolic Constitution of the Roman Curia. Furthermore, the Cardinals have looked into issues related to the Dicastery for Communications. Monsignor Marco Mellino, named last October Adjunct Secretary of the Council of Cardinals to assist the Holy Father in the government of the Universal Church and to study the project of the revision of the Constitution Pastor Bonus on the Roman Curia, was presented to the Cardinals by the Pope. A new proposal of the Apostolic Constitution, which provisional title is Predicate evangelium, was given to the Holy Father. Cardinal Reinhard Marx, Coordinator of the Council for the Economy, addressed the matter relative to the reduction of the operating costs of the Holy See. The highest cost is undoubtedly represented by the cost related to personnel. It was reiterated that there is no project or intention to proceed with the dismissal of any redundancies, but it would be necessary to carry out job descriptions to make the work of each Dicastery more effective, also assessing the possibility of relocations through mobility, and where possible, pre-retirement. The sense of responsibility requires a long-term plan to reduce costs, and Cardinal Marx has proposed the development of multi-year budgets so that the Council for the Economy can formulate projections at 5 and 10 years to give a clearer idea about the situation and how to deal with it. The cardinals dwelt on the next meeting with the Presidents of the Episcopal Conferences on the protection of minors scheduled for February, strongly reiterating their importance. The Council of Cardinals listened to Dr. Paolo Ruffini, who after having illustrated the progress of the reforma that created the Dicastery for Communications, focused on the next steps to be carried out to bring it to completion according to the Motu Proprio of June 27, 2015, bringing together all the institutions involved and ensuring a coordinated management and an increasingly effective collaboration of resources also thanks to new technological tools. The Prefect stressed the value of different media (radio, TV, web, social) in the current multimedia context and the importance of an integrated synergy between them. So Dr. Ruffini illustrated the criteria to ensure a unified strategy of communication of the Holy See, emphasizing the unique value of the multilingual offer of the Vatican media. Finally, Professor Vincenzo Bonomo, Rector of the Pontifical Lateran University and counselor of the State of Vatican City, informed the Cardinals on the new Law on the Government of the State of Vatican City. The next meeting to the Council of Cardinals will take place on February 18, 19 and 20, 2019.

At 1:00 p.m. today, the director of the Holy See Press Office, Greg Burke, gave a briefing on the 23rd meeting of the Council of Cardinals with the Holy Father Francis.
The Council of Cardinals met for three days: Monday February 26, Tuesday 27 and Wednesday 28. All the members of the Council were present except Cardinal George Pell. Cardinal Laurent Monsengwo Pasinya, on the other hand, arrived only on Monday evening following the cancellation of his flight owing to bad weather. The Holy Father was absent this morning due to the General Audience.
The work sessions were held in the morning from 9:00 to 12:30 and in the afternoon from 4:30 to 7:00, and various topics were addressed, including the theological status of the episcopal conferences, human resources and the containment of costs in the Holy See, and finally, protection of minors. In addition, the Cardinals studied the Dicasteries for Promoting Integral Human Development, for the Oriental Churches and for the Evangelization of Peoples.
The reflection on the theological status of the Episcopal Conferences proceeded from paragraph no. 32 of Evangelii Gaudium: “... a juridical status of episcopal conferences which would see them as subjects of specific attributions, including genuine doctrinal authority, has not yet been sufficiently elaborated. Excessive centralization, rather than proving helpful, complicates the Church’s life and her missionary outreach".
It is a re-reading of the Motu proprio “Apostolos suos”, in the spirit of healthy decentralization that the Pope often speaks of, reaffirming that it is always he who safeguards unity in the Church.
The Cardinals listened to Archbishop Jan Romeo Pawłowski on the progress of the Third Section of the Secretariat of State recently established for the selection and training of the diplomatic staff and chaired by him.
Cardinal Reinhard Marx presented to the Council of Cardinals the theme of human resources in presenting the work of the Council for the Economy, which is studying proposals to outline the competences of a “control room” for human resources.
Cardinal Marx also reported on the positive progress in the areas of the presentation of financial statements, the containment of costs and the reduction of the deficit of the Holy See. In this context, the Council for the Economy has decided to draw up guidelines for the institutions of the Holy See with the aim of reducing costs.The Cardinals also discussed various options for the Congregation for the Doctrine of the Faith to process cases of child abuse within a short time.
In addition, the Cardinals listened to the Prefect of the Dicastery for Promoting Integral Human Development, Cardinal Peter Kodwo Appiah Turkson, regarding the progress of the dicastery, and made further reflections on the Congregations for the Oriental Churches and for the Evangelization of Peoples.
